The objective of this Technical Report is to study and specify potential modifications to the MBMS/GCSE_LTE architectures and/or procedures as specified in TS 23.246 and TS 23.468 to enable the following improvements and enhancements:

to allow the establishment of MBMS bearers using target area information, as distinct from using an MBMS Service Area;
to MBMS congestion handling;
if seen to be needed, to possible MBMS roaming scenarios;
as required by the MCPTT application work.
