NGN Release 1 - Release definition
This TR provides a description of the content of NGN Release 1 and defines the release through a catalogue of the Release 1 documentation set. The inter-relationships between release 1 documents and the features supported is also provided. The present document is structured as follows:
- clause 4 provides an overview of Next Generation Networks (NGN);
- clause 5 describes the NGN Release 1, the Requirements to support Release 1 and outlines the major capabilities that Release 1 will fulfil;
- clause 6 defines the content and capabilities of NGN Release 1;
- clause 7 introduces the Release 1 plan documentation set.
The present document does not provide solutions for the technical issues that are identified therein.

Videotelephony over NGN - Stage 1 service description
The present document defines the requirements for a videotelephony service which may be supported by a TISPAN NGN. These requirements form the basis for the definition of network capabilities. The present document provides interoperability service requirements for interconnection between existing networks and a TISPAN NGN, and between TISPAN NGN. The present document only provides requirements for IP multimedia based networks. Services provided by a TISPAN NGN to support legacy terminals and interfaces (PSTN/ISDN emulation) are defined in existing PSTN/ISDN documents. Requirements for PSTN/ISDN emulation are out of scope of the present document and are described in other documents. The applicability of PSTN/ISDN simulation services to the videotelephony service requirements are defined in the present document. The requirements in the present document are described from the user point of view. The requirements do not take into account capabilities of existing protocols defined for the IMS. The evolution or modifications to these protocols are beyond the scope of the present document.

Multimedia Telephony with PSTN/ISDN simulation services
The present document defines the requirements for multimedia telephony services which may be supported by a TISPAN NGN. These requirements form the basis for the definition of network capabilities.

An important aspect of the Multimedia Telephony with PSTN/ISDN Simulation service is to provide PSTN/ISDN like services. Nevertheless the requirements are independent of the media that is used during the communication.

The present document covers part of the transition from PSTN/ISDN to an NGN. Interconnection between the existing networks and a TISPAN NGN is also covered.

The present document only provides requirements for services using IMS. Services provided by a TISPAN NGN to support legacy terminals and interfaces (PSTN/ISDN emulation) are defined in existing PSTN/ISDN documents. Requirements for PSTN/ISDN Emulation are out the scope of the present document and are described in other documents.

New NGN services are out the scope of the present document and are described in other documents. The applicability of PSTN/ISDN simulation services to services other than Multimedia Telephony (e.g. instant messaging) is not defined. Some PSTN/ISDN simulation services (for example communication waiting) are clearly not applicable to some real-time communication services.

The requirements in the present document are described from the user point of view to assist in the transition of phone services to IP multimedia services with a similar behaviour. The requirements do not take into account capabilities of existing protocols. The evolution or modifications to these protocols are beyond the scope of the present document.

The present document specifies network requirements in terms of service-related capabilities for TISPAN NGN. The present document places requirements for all TISPAN NGN Release 1 subsystems. The present document provides generic requirements for services and interoperability in TISPAN NGN in terms of the capabilities for a network or networks. Requirements on service-related subsystems provide sufficient detail for architecture, networking requirements and protocols to be specified. Requirements on service independent subsystems are contained within the service-related subsystem requirements. Specific service requirements may be contained in other documents, as identified in the present document, and by other documents referencing the present document. The present document does not define services, only capabilities and requirements. The present document does not place requirements on terminals or other customer-owned equipment. The present document specifies the service-related requirements that are used to determine the network architecture, requirements and control protocols for a network interface to a customer environment.

Fixed Mobile Convergence; Requirements analysis
The present document identifies and analyses fixed-mobile convergence scenarios in order to derive requirements and capabilities to support FMC capabilities (e.g. network attachment, roaming, etc.) and the impact to services, e.g. multimedia communication services (e.g. telephony, sms, mms, etc.). The purpose of this ETSI Standard is to describe the functional architecture for PSTN/ISDN Emulation as part of the NGN. The present document describes how the sub-system fits within the overall structure of NGN and what specific behaviour and functions are needed for the emulation sub-system to fulfil its goals. The goal of the PSTN/ISDN Emulation Sub-system is to allow users to receive the same services from an NGN that they previously received from a PSTN and/or ISDN implementation. Resource and Admission Control Sub-system (RACS) - Functional architecture
This ETSI Standard describes the functional architecture for the Resource and Admission Control Sub-System (RACS), in TISPAN NGN Release 1, in line with the service requirements described in ETSI TS 181 005. RACS is the TISPAN NGN subsystem, responsible for elements of policing control including resource reservation and admission control in the access and aggregation networks. The RACS also includes support for a Network Address Translator (NAT) at any place or set of places in the access, aggregation and core networks. The functional architecture and system description developed in the present document is in line with the Release 1 requirements for RACS developed in ETSI ES 282 001.
The present document defines RACS for fixed access networks.

This Technical Report provides guidance concerning information, regarding NGN subscribers, to be stored in the Network. It considers the following "types" of user data:
- Network attachment data, to be stored in the NASS functional entities ETSI ES 282 004, the Profile Database Function (PDBF) and the Connectivity Session Location and Repository Function (CLF).
- Service attachment data (for the IMS subsystem ETSI ES 282 007) to be stored in the User Profile Server Function (UPSF) in the Common components in the IMS core subsystem,. This data is described in TS 123 008, clause 3.

IP Multimedia Subsystem (IMS) - Functional architecture
This ETSI Standard describes the IP Multimedia Subsystem (IMS) core component of the TISPAN NGN functional architecture and its relationships to other subsystems and components. Use of IMS functional entities in support of transit scenarios is incompletely described. Completion of this description is dependent on ongoing work in 3GPP.

NOTE: 3GPP SA2 is working on a solution for IMS transit, according to an agreement between TISPAN and 3GPP. When ready, that solution will replace any solution documented by TISPAN in case of discrepancy. The affected IMS functional entities, and the way they perform transit routing, may also be different in the SA2 solution than what is documented in the present document. The SA2 solution will be added to the TISPAN Release-1 documentation.

Voice Call Continuity (VCC) - Stage 2
This TS provides the ETSI TISPAN endorsement of 3GPP TS 23.206 "Voice Call Continuity (VCC) between Circuit Switched (CS) and IP Multimedia Subsystem (IMS); Stage 2: Release 7".

The current VCC solution explained in 3GPP TS.23.206 is essentially defined for a core IMS provider that is a mobile operator (that has also CS domain). In annex ZA there is a possible scenario showing how the solution can be extended to a generic IMS operator (e.g. when fixed network operator and CS mobile network operator are separate organizations).

This Technical Specification describes an IMS-based functional architecture for the PSTN/ISDN Emulation Subsystem (PES) of the ETSI TISPAN NGN overall architecture. The IMS-based PSTN/ISDN Emulation Subsystem described herein supports the emulation of PSTN services for analog terminals connected to the TISPAN NGN, through residential gateways or access gateways.
The present document provides a framework for an IMS-based functional architecture and is considered to be a preliminary version. In addition, in order to fulfill the requirements of different operators and national regulatory requirements, this archirecture will need to be enhanced.

Next Generation Networks - Architecture for Control of Processing Overload
This Technical Report describes the architectural principles that are required to provide effective control of processing overload in networks compliant to the TISPAN NGN Architecture. As such it constitutes a discussion of the requirements for the protocols required to support the NGN overload control architecture.
The scope is limited to the control of processing overload at NGN processing resources caused by service requests coming from session-based or command-response applications by controlling the rate at which those applications send service requests to an overloaded resource. It does not extend to the overload of transmission bandwidth whether used for the user plane or for the control plane.

Architectures for QoS handling
The present document presents an overall analysis of architectural requirements for QoS reporting and resource monitoring (i.e. QoS handling). This includes analysing management aspects from an architectural perspective (stage 2) as well as taking into account the work on performance and QoS for Next Generation Networks undertaken by STQ.

The area of QoS reporting covers detecting the end-to-end QoS experienced by bearer flows, while the area of resource monitoring covers monitoring the topologies and resources of the transport segments controlled by RACS. Resource monitoring includes detecting the actual usage of these resources.

The present document provides an informative description of the QoS handling tasks that are to be performed. It further describes how different subsystems, common functions or capabilities, and management systems interact in performing these tasks.

Being an informative document providing an overall analysis of QoS handling area it is foreseen to be referenced by the RACS release 2 specification [1] and potentially other specifications impacted by QoS handling, but it only performs a preliminary architectural analysis. New functions or interfaces for QoS Handling will not be part of the normative document of the RACS release 2 specification [1]. The present document does not define or re-define functions or interfaces needed for QoS handling. Instead, such enhancements are expected to be made in normative documents such as the RACS specification, beyond current release.
