3G-system.
This document elaborates on the charging requirements described in the Charging Principles in
3GPP TS 22.101.
It allows the generation of accurate charging information to be used in the commercial and contractual
relationships between the parties concerned. The present document is not intended to duplicate existing standards or
standards being developed by other groups on these topics, and references these where appropriate.

The present document is part of a series of documents specifying charging functionality in UMTS networks. The UMTS
charging architecture and principles are specified in 3GPP TS 32.200 which provides an umbrella for other charging
documents that specify the structure and content of the CDRs and the interface protocol that is used to transfer them to
the collecting node.
The present document specifies the structure and the contents of the CDRs that are collected by the relevant network
elements for circuit switched services in 2G (GSM) and 3G (UMTS) networks. It also defines the syntax for the transfer
of these CDRs from the collecting nodes to billing post-processing systems using standard file transfer protocols.

Charging data description for the Packet Switched (PS) domain |
The GSM and UMTS PLMN support a wide range of packet based services by means of the General Packet Radio
Service (GPRS), as defined in 3GPP TS 22.060 and 3GPP TS 23.060. In order to enable operators the ability to
provide a commercially viable service, there is a need to provide charging functions. For GPRS these functions include
the generation of Charging Data Records (CDRs) by the Serving GPRS Support Node (SGSN) and the Gateway GPRS
Support Node (GGSN) as well as the transport of these CDRs to a Billing System (BS) through a Charging Gateway
Function (CGF).
The present document is part of a series of documents specifying charging functionality in UMTS networks. The UMTS
charging architecture and principles are specified in document 3GPP TS 32.200 which provides an umbrella for other
charging documents that specify the structure and content of the CDRs and the interface protocol that is used to transfer
them to the collecting node. The CDRs content and transport within the PS domain are described in the present
document. The CDRs used in the Circuit Switched (CS) domain are specified in document TS 32.205 while CDRs
used for application services are defined in document TS 32.235.

Charging Data Description for the IMS |
|
This TS covers both online and offline charging for the IMS. For clarity, the terms Offline Charging and
Online charging as applied to the IMS are defined here in clause 3. These definitions are the same as listed in
3GPP TS 32.200.
The IMS charging architecture details, requirements, definitions and principles are listed in 3GPP TS 32.200 and therefore
are not repeated here.
In this document the charging data triggers, message content and format are specified along with the transport of
these messages using the Diameter protocol. Details about charging message flows and the definitions of the Diameter
AVPs are also included in the present document. This information is divided into two main clauses: Online Charging
and Offline Charging.

application services. The UMTS core network charging principles are specified in document 3GPP TS 32.200, which

Charging Architecture and Principles |
The GSM/UMTS core network charging architecture and principles are specified in this
document, which thus provides an umbrella for other charging management TSs that specify:

A set of domain/subsystem/service specific TSs covers the bearer (CS, PS, WLAN domains), subsystem (IMS) and
service (MMS, LCS, etc.) levels, respectively, in the 32.25x, 32.26x and 32.27x TS number range. These TSs describe
the mapping of the common architecture specified in the present document onto the specific domain/subsystem/service
and the scenarios and information for online and offline charging that are specific to the domain/subsystem/service.
They are commonly referred to as the "middle tier (charging) TSs".
A set of TSs in the 32.29x range covers common aspects such as CDR parameter and syntax descriptions, online and
offline charging applications, and the charging interactions within the network (CDR transfer) as well as between the
network and the Billing Domain (CDR file transfer).

Charging Data Record (CDR) File Format and Transfer |
|
This TS specifies the mechanisms used to transfer CDR files from the network to the operator's billing domain (e.g. the billing system or a mediation device). This includes the file transfer procedures and the layout of the CDR files, as well as file meta information and the encoding of the CDRs within the files.
The CDR types that can be transported in these files are specified in the respective "middle tier" charging TSs, i.e. 3GPP TS 32.25x - 3GPP TS 32.27x. A definition of the parameters, abstract syntax and encoding rules for these CDR types is specified in
3GPP TS 32.298.
Note that the present document, dealing with CDRs, is consequently only concerned with offline charging. A definition of the corresponding 3GPP online charging functionality and applications can be found in

This TS specifies the CDR parameters, the abstract syntax and encoding rules for all the CDR types that are defined in the charging management TSs described above. Therefore, it is only applicable to offline charging. The mechanisms used to transfer the CDRs from the generating node to the operator's billing domain (e.g. the billing system or a mediation device) are specified in
3GPP TS 32.297.
Further details with respect to the operator's billing domain for offline charging are out of scope of 3GPP standardisation.
Note that a generic Diameter application for online charging in 3GPP networks is specified in
3GPP TS 32.299.
Furthermore, 3GPP TSs are being created to standardise some technical aspects of the operator's billing domain for online charging, i.e. the Online Charging System (OCS).
