The present document describes procedures needed to manage a UTRAN Radio network. The purpose of these procedures is to ensure that the OAM functions supported via the IRPs and over the Iub interface are sufficient to allow a multi-vendor environment to be realised. To define this scope a proper understanding of the OAM functions in the network manager throughout the Node B is required. This will ensure that all OAM functions requiring interaction with the RNC and Node B are identified and specified accordingly.

The principle objective of this TR is to provide supporting information for the OAM standardisation of a (multi-vendor) UTRAN network.

The actual specification work relating to the OAM interface between Network and Network Manager can be found in TS 32.6xx, TS 32.111-1 and TS 32.104 and for the Iub interface in TS 25.433.

For this reason the TR may contain information or working assumptions which are not a direct part of the specifications, but are essential to the progress and informed decision making.
