The present document reports the study on video UE characteristics and performance for video telephony.
It identifies some of the UE characteristics that impact the video telephony quality of experience beyond those related to
the acoustic performance already specified for speech.
For these characteristics that are specific to video and video call, the document investigates the technical metrics that
can be used to assess their performance level. It is also discusses the related possible requirements or objectives that
could be specified to achieve the minimum quality of experience expected for the 3GPP video telephony services.
This Technical Report finally studies how these performance requirements/objectives can be verified and the suitable
test methodologies are proposed and described where needed.
