This TS specifies or references procedures used on the Base Station System (BSS) to Serving GPRS Support Node (SGSN) interface for control of GSM packet data services.

The functional split between BSS and SGSN is defined in TS 03.60 which states that a BSS is responsible for local radio resource allocation. The required procedures between BSS and SGSN are defined in detail in this TS.
